AND OUTFALL OF THE FASSIDERI PROJECT 599 Discussion. The Author introduced the Paper with the aid of a film and lantern slides. Mr H. D. Morgan observed that some of the problems involved in the design of the Fassideri project had been such that they could be solved only by means of a model. An earthen dam, or any large dam which incorporated a spillway of the closed-tunnel type, whether bellmouth or otherwise, placed considerable responsibility on the designer, because a tunnel had a definite upper limit of discharge, An open spillway, whether it was one with gates or simply a weir, always had something in hand ; the water level might rise a little higher than was desired, but there was always a little freeboard to spare, and the discharge was increasing very rapidly with the head, so that if the flood-discharge pipe were not quite right there was still a kind of safety valve...

A revision of deck design, an alternative waterproofing system, or an additional membrane laid between waterproofing the and green concrete appears, therefore, desirable. Correspondence Commander D. H. Macmillan observed that the Author had.rightly emphasized the eminent advantages to be obtained by the use of intersecting arcs and position lines for the location of moving objects or vessels afloat adjacent to shore control points ; but a very great deal more, of course, could be said about ensuring optimum conditions of intersection and also the sensitivity of the angle related to linear displacement...

I. Whitehead agreed with the Author that, although traffic engineeringwas a severely practical subject, some theory wasrequired to guide the interpretation of observations. In Great Britain, the actual decisions on action to be taken in relation to traffic flowwere made by laymen-the councillors of the local authorities who had highway powers...

Correspondence Mr G. M. J. Williams observed that the Author appeared to have assumed that the criterion of failure in the soil below a flexible pavement was the maximum total normal stress acting in a vertical direction. Most authorities, however, considered the criterion of failure to be whether or not theshear stresson any plane at any point in the exceeded the value soil of the expression c cr tan +,where c denoted the cohesion and+ theangle of internal friction of the soil, and cr denoted the direct stress on the particular plane...
