It was found, on investigating a number of spans, that a reduction of maximum speed from 6 revolutions per second to 5 revolutions per second eliminated almost entirely the upper critical speed peakthe very difficult factor which the Authorshad beenconsidering throughout the investigation-and, whilst on British railways provision was necessary for the high speed of 6 revolutions per second, it was by no means certain that it was necessary to make such a provision for overseas railways, where speeds were slower...

- 572 DISCUSSION ON RESPECTIVE MERITS OF ROADS [Minutes of in practice. Where commodities and merchandise require movement in considerable quantities roads will, sooner or later, be found. Moreover, inthefuture roads will, perhaps, be provided first in districts where transport facilities do not a t present exist, the railway following when development justifies its construction. While, therefore, economic development requires both roads and railways, it is not easy to make one complementary to the other. It is clear from the foregoing that, while road services have captured the bulk of the short-distance passenger traffic, the railways, in spite of unrestricted competition, have only lost a fractional part of their goods traffic, and there can be no question that colonial prosperity is more dependent on an efficient system of railways than on road transport...
