The President said that the James Forest Lecture was founded in 1891 in honour of the late JamesForrest, who was the Secretary of the Institution from 1859 to 1896 and Honorary Secretary from 1896 until his death in 1917. The Lecture to be delivered was the my-third Lecture of the series. Mr. Forrest, had bequeathed to The Institution some pieces of silver plate which had been presented to him during the course of his life, and normally they were displayed on the occasion of each James Forrest Lecture, but the practice had been dropped on that evening owing to the fact that a public exhibition was being held in the Institution building...

AFTER reviewing the various attempts from 1656 onwards to afford protection to shipping calling at the Cape, the Author describes the scheme proposed by Sir John Coode, in 1859, for the provision of two basins near the Chavonne battery and the construction of a rubble breakwater 3,360 feet inlength, on their north side...

The progress of the work is reviewed in the Paper, and the proposals made, in 1935, for a larger new basin, 6,000 feet long and 2,220 feet wide are described. The construction programme is outlined. With the copzpletion of the Sturrock graving dock, the port of Cape Town was fully equipped as one of the most up-to-date ports in the world and was of inestimable valueto the Allies during the War...

452 CORRESPONDENCE ON SOME DOLPHIN DESIGNS. Paper No. 5519. `` Some Dolphin Designs. 1" By DONALD HAMISHLITTLE, B.Sc.(Eng.), A.M.I.C.E. Correspondence. Professor A. L. L. Baker observed that the Author should be congratulated on having used a horizontal type of suspended fender in order to save low waterbracing. It might perhaps be advisable to point out, for the benefit of other engineers who might be considering using that type of fender in order to minimize impact forces, that on a sIightIy exposed site there was a danger of excessive movement building-up due to wave actionona large exposed vertical surface-area, and also afairly rigid resistance to longitudinal rubbing...

460 CORRESPONDENCE ON SOME DOLPHIN DESIGNS. moment at thehead of the pile was particularly interesting, and t,he Author thanked him for the interest he had shown. The solution of the equation for M,, however, was dependent upon the assumption that the total change of slope due to thedifferent forces and moments on the pile was zero. For an actual pile driven into yielding ground it might be thought that such an assumption was hardly justified, and for peace time structures, where an ample " factor of safety " (more truly " ignorance " in that case) would be used, the Author suggested that themore simple approximation put forward in the Papercould be accepted...

Paper No. 5517 The Reconstruction of Ten 305-Foot Tubular Steel Radio-Masts in Reinforced Concrete. " t By JOHN PATRICK HARDING, B.Sc., A.M.I.E.E. Correspondence. Mr. Kurt BiUig observed that as, according to the Author, the original mast sections would be allowed to rust away after the reconstruction, it would be necessary to ensure the stability under maximum load without the presence of the existing mast sections. The description of the mast showed that the horizontal and vertical flanges of the old tubular steel sections were embedded in the new reinforced-concrete structure, and that over more than 200 feet of height there was only a 13-inch thickness of concrete between the outer edge of the circumferential flanges and the outer face of the reconstructedmasts...

IN GRAVITY DAMS. 483 McHenry. A Paper presented to the Royal Society in 1941 1 had outlined the methods used, but unfortunately the conditions of wartime secrecy had not permitted that publication to become generally available before 1945. The Author considered that it was impossible tostate in general whether the solution by the displacement equations or by use of the stress. function was preferable. The boundary conditions stated in a particular problem usually determined the method of approach. In cases where all the displacements along the boundaries were known it wouldbe very difficult to attempt a solution by the use of stress function ; on the other hand, when the stresses along the whole boundary were known, and even in some cases of mixed boundary conditions, he had found the determination of the stress functionless laborious than thatof displacements...
