WATERLOO RIVER-ENTRANCE, LIVERPOOL 55 CONCLUSION With certain exceptions, the design and construction of the civil and mechanicalengineering work were carried outdepartmentallybythe Board's engineering workmen, staff, and plant. Rlr T. L. Norfolk, M.I.C.E., was Engineer-in-Chief from the initiation of the scheme until his retirement in 1941, when he was succeeded by Mr Leopold Leighton, O.B.E., M.I.C.E., under whom the work was completed. The gates, gate machines, and sluice machinery were designed by the Board ; the construction and installationof these items, and thedesign and construction of the foot-bridge, were carried out by specialist firms...
