It was a curious fact that the cost of carrying out the work was nearly the same in these two cases. One great difference, however, had to be borne in mind, namely, that while in contract work the risks were taken by the contractor, in the other case they fell upon the employer, and it was, therefore, a question whether the employer was prepared to run the risk of extra cost over and above the estimate upon which he embarked on his undertaking, and whether he thought he would be able to retain the contractor's profit...
